Artículo 1° Apruébase el Memorándum de Entendimiento que se adjunta y es parte integrante de la presente Ley, suscripto entre el Gobierno de la Ciudad Autónoma de Buenos Aires y el Estado de New Jersey de Estados Unidos de América, el 19 de marzo de 1999.

MEMORANDUM OF UNDERSTANDING

Entered into by and between

The State of New Jersey, United States of America

And

The City of Buenos Aires, Argentine Republic

WHEREAS, the State of New Jersey and the Governments of the City of Buenos Aires (herein called the Parties) wish to further develop and strengthen the businnes relationships between their governments; and

WHEREAS, trade relations between the Parties have been established and identified to be mutually beneficial; therefore, attracting business opportunities and business exchange between the State of New Jersey and the City of Buenos Aires; and

WHEREAS, the business and cultural linkages between the Parties have a positive impact on both economies and have the potential to foster increased economic, social and business activities in the future; and

WHEREAS, the Parties deem it convenient and advantageous to enter into a Memorandum of Understanding to facilitate and encourage the development of business and cultural partnerships between their governments.

NOW, THEREFORE, the State of New Jersey and the Governments of the City of Buenos Aires hereby express their agreement:

1.- To identify areas of mutual concern and promote the exchange of ideas related to social progress and economic growth;

2.- To encourage the development and establishment of micro, small and medium size businesses to accomplish the goals set forth by the Parties;

3.- To foster and promote the interchange of individuals involved in the organization of such small business enterprises;

4.- To create a ten person bilateral Commission, representing the State of New Jersey and the City of Buenos Aires designed to study and examine methods to implement the intent of this agreement, five of whom will be appointed by the Governor of the State of New Jersey and five by the Head of Government of the City of Buenos Aires.

MEMORANDUM DE ENTENDIMIENTO

Celebrado entre

La Ciudad de Buenos Aires, República Argentina

y

El Estado de New Jersey, Estados Unidos de América

POR CUANTO, el Gobierno de la Ciudad de Buenos Aires y el Estado de New Jersey (en los sucesivo las Partes) desean en el futuro desarrollar y consolidar las relaciones comerciales entre ambos gobiernos; y

POR CUANTO, se han establecido e identificado las relaciones comerciales entre las Partes para que sean mutuamente beneficiosas; por lo tanto, incorporando oportunidades e intercambio comerciales entre la Ciudad de Buenos Aires y el Estado de New Jersey; y

POR CUANTO, los vínculos comerciales y culturales entre la Partes tienen un impacto positivo sobre ambas economías y fomentan las actividades económicas, sociales y comerciales en el futuro; y

POR CUANTO, las Partes estiman conveniente y oportuno celebrar un Memorándum de Entendimiento con el objeto de facilitar y alentar el desarrollo de sociedades industriales y culturales entre sus gobiernos.

POR LO TANTO; los Gobiernos de la Ciudad de Buenos Aires y del Estado de New Jersey por medio de este acuerdo expresan su consentimiento:

1.- Identificar áreas de preocupación mutua y promover el intercambio de ideas relacionadas al progreso social y al crecimiento económico;

2.- Alentar al desarrollo y establecimiento de pequeñas y medianas empresas con el objeto de alcanzar las metas estipuladas entre las Partes;

3.- Fomentar y promover el intercambio de personas comprometidas en la organización de dichas empresas;

4.- Crear una Comisión bilateral, conformada por diez personas, que representen a la Ciudad de Buenos Aires y al Estado de New Jersey, destinada a estudiar y examinar los métodos para implementar la intención de este memorándum, cinco de estas personas mencionadas anteriormente serán nombradas por el Jefe de Gobierno de la Ciudad de Buenos Aires y las cinco restantes, por la Gobernadora del Estado de New Jersey.

En virtud de lo prescripto en el Art. 8° del Decreto N° 2.343-GCBA-98, certifico que la Ley N° 235 (Expediente N° 54.854-99) ha quedado promulgada automáticamente el 20 de agosto de 1999.

Regístrese, publíquese en el Boletín Oficial de la Ciudad Autónoma de Buenos Aires, pase para su conocimiento y demás efectos a las Secretarías de Promoción Social y de Hacienda y Finanzas, gírese copia a la Legislatura de la Ciudad Autónoma de Buenos Aires por intermedio de la Dirección General de Asuntos Políticos e Institucionales en prosecución de su trámite.
